1. Standard Overview: What Is ASTM A707?

ASTM A707 / ASME SA707 is a specification covering forged carbon and alloy steel flanges and forged pipe fittings intended for petroleum and gas pipeline systems operating in low-temperature environments. Originally developed to address the challenge of maintaining structural integrity in cold-climate field operations, the standard has become a benchmark for critical pipeline infrastructure across arctic, offshore, and LNG sectors.

The specification defines eight grades (L1–L8), four yield-strength classes (Class 1–4), and three Charpy notch-toughness levels. All products are required to undergo controlled heat treatment — including options such as normalizing-and-tempering, quenching-and-tempering, or precipitation hardening — to ensure consistent mechanical performance across the entire forging section.

Unlike general-purpose carbon steel standards, ASTM A707 does not permit weld repair on flanges or forged pipe pieces. Each piece must achieve its final dimensions through forging alone, preserving the grain structure integrity that makes these products suitable for demanding low-temperature and high-pressure service.

Products manufactured under this standard can be dimensionally referenced to ASME B16.5, ASME B16.47 Series A & B (MSS SP-44), API 605, or the purchaser’s own drawings. Wall thickness is typically specified to ASME B36.10 for forged pipe pieces.

2. ASTM A707 Grade L5 – Overview and Application Context

Among the eight grades in ASTM A707, Grade L5 stands out for its unique copper-precipitation-hardening alloy system. While other grades rely primarily on carbon, manganese, or nickel additions for strength, L5 uses a controlled combination of Cr-Ni-Mo-Cu-Cb (Niobium) alloying with an ultra-low carbon base to simultaneously achieve high strength, excellent low-temperature toughness, and good weldability.

2.1 Design Temperature Range

Grade L5 is qualified for service down to –80°F (–62°C). Impact toughness verification at this temperature is a mandatory test requirement, making it one of the few grades within the A707 family rated for extreme cold service without relying solely on elevated nickel content.

2.2 Class 3 Strength Level

Class 3 represents the third tier of the four yield-strength classes. When combined with Grade L5, it delivers a minimum yield strength of 415 MPa (60 ksi) and a minimum tensile strength of 515 MPa (75 ksi), with the added benefit of mandatory Charpy V-notch impact energy of ≥68 J (50 ft·lbf) at –62°C. This combination is particularly suited for high-pressure subsea and topside piping applications where both thermal and mechanical extremes must be addressed simultaneously.

2.3 Product Form – Forged Pipe (SMLS, per ASME B36.10)

The product in question is a forged pipe piece, nominally 14″ OD (355.6 mm) with a wall thickness of 23.83 mm, supplied in lengths of 150 mm per piece. Although the designation “SMLS” is used to describe the seamless (non-welded) character of the bore, the piece is produced by open-die or closed-die forging rather than by tube-rolling or piercing. The result is a forged, non-welded pipe section fully compliant with ASTM A707 requirements and dimensioned per ASME B36.10.

*Columbium and Niobium are alternate names for element 41 in the Periodic Table of the Elements.
*The carbon equivalent CE shall be determined by CE = C + Mn/6 + (Cr+Mo+V)/5 + (Ni+Cu)/15.
*CE shall be ≤0.47 for thickness ≤ 2 in. (50 mm); CE shall be ≤0.48 for thickness ≥ 2 in. (50 mm). This low CE value enables welding with minimal or no preheat in many service conditions.Columbium and Niobium are alternative names for element 41. The copper content (1.00–1.30%) is the defining metallurgical feature of Grade L5, providing age-hardening potential during precipitation heat treatment.

6. Heat Treatment Requirements

ASTM A707 mandates that all forged products be heat-treated before shipment. For Grade L5 with its precipitation-hardening alloy system, the applicable heat treatment sequences include:

Quenching and Precipitation Hardening: The forging is austenitized, quenched, and then precipitation-hardened at 538–677°C (1,000–1,250°F) for a minimum of 30 minutes, followed by air cooling or any suitable rate.

Normalizing and Precipitation Hardening: An alternative route where the forging is air-cooled from the normalizing temperature, then precipitation-hardened under the same conditions as above.

Heat treatment is conducted after the forging is allowed to cool substantially below the transformation range, minimizing the risk of quench cracking or hydrogen flaking.

7. Inspection and Testing Requirements

ASTM A707 specifies a mandatory suite of tests for each heat and lot of material. For Class 3 product, the following apply:

Mandatory Tests:

Tension Test — One tensile specimen per heat per heat-treatment batch. Tests yield strength, tensile strength, elongation, and reduction of area.

Charpy V-Notch Impact Test — Three specimens per heat per heat-treatment batch, tested at –80°F (–62°C). Average energy ≥ 68 J; no single value below 54 J.

Hardness Test — One test per piece or per lot per heat-treatment batch, per the standard’s sampling requirements.

Hydrostatic Test — Applied where required by the dimensional standard referenced (e.g., ASME B16.5 hydrostatic shell testing).

Visual and Dimensional Inspection — 100% on all pieces.

Non-Destructive Examination (NDE):

Ultrasonic Examination (UT): Applied to all forgings per ASTM A388 / A388M when specified by the purchaser (Supplementary Requirement S1).

Magnetic Particle or Liquid Penetrant Examination: Available as Supplementary Requirements S2 or S3 when additional surface inspection is needed for critical service.

Radiographic Examination (RT): Not typically mandated under A707 itself but may be required by project specification for weld-neck sections.

8. Marking and Documentation

Each piece shall be legibly marked with the ASTM designation, grade, class, heat number, size, and manufacturer’s identification. Mill Test Reports (MTR) per EN 10204 Type 3.1 or 3.2 are available on request, covering all required chemical and mechanical test results traceable to the specific heat and heat-treatment batch.

Why Choose C&N for Your ASTM A707 GR. L5 CL3 Forged Pipe Needs?

At C&N (Hongcheng Pipe Fittings Limited), our work on ASTM A707 Grade L5 CL3 forged pipe goes well beyond placing a purchase order and forwarding a certificate. We treat every project order — whether a single line item or a multi-ton package — with the same level of technical attention and logistics care.

On the material side, our sourcing is limited to mills and forging houses that maintain documented, traceable production records. For Grade L5 CL3, we verify not just the MTC figures but also the precipitation hardening parameters and the actual Charpy impact results at –62°C — because a certificate that says “pass” should reflect a test that genuinely demonstrates toughness at that temperature.

On the quality side, third-party inspection by recognized TPI bodies (SGS, Bureau Veritas, TÜV, or your nominated inspector) is something we accommodate and coordinate as a standard part of the workflow — not an afterthought. Dimensional checks, NDE records, and hardness mapping are documented and attached to the shipping package.

On the packaging and logistics side, we understand that forged pipe pieces for offshore or cold-climate service have long journeys and tight project schedules. Our export packaging uses wooden crates with proper blocking, desiccant bags, and individual plastic end-cap protection where required. Each crate is marked clearly with item number, tag, size, grade, and net/gross weight, making receiving and inventory straightforward at any port of discharge.

We ship to EXW, FOB, CFR, and CIF terms and can consolidate with other pipe fittings or flange items into a single shipment when project schedules allow. Our team provides proforma invoices, packing lists, certificates of origin, and full documentation packages needed for customs clearance in most regions.

If you are specifying ASTM A707 GR. L5 CL3 forged pipe for an upcoming project, or need a quote on any other low-temperature alloy piping component, we’d welcome the conversation.
