Project Background
The Government has commenced the process of restructuring and developing the water sector in the
Kingdom and placing greater reliance on the private sector to deliver and manage water services.
The SWPC 7-Year Statement (2019-2025) builds on the water policies notably the National Water Strategy
2030 and MEWA’s latest long-term supply demand forecasts. It also factors MEWA directive of providing 90%
of national urban supply by desalinated water to reduce reliance on non-renewable ground sources.
As part of the programme, SWPC intends improve the water supply in Saudi Arabia through private sector
participation. One IWTP project part of this programme is the Rayis-Rabigh IWTP (“The Project”) with length of approx. 151 kms and a Contracted Capacity of 500,000 m³/d. The principal objective for this Project is to transport water from the new tank farm under construction at Rayis and the future desalination plant Rayis 2 IWP located at Rayis to the existing tank farm at Rabigh, part of the Rabigh IWP and related extension.
Furthermore, the Project will allow for transferring water in the opposite direction during Reverse-Flow
Operation from Rabigh to Rayis.
3.2. Project Location
The areas allocated for the main components of the Project are in the area of Rayis in Baha Region and
Rabigh in Makkah region, in the Kingdom of Saudi Arabia. Both areas are located close to the Red Sea shoreline.
The main components of the Project at Rayis are located within an existing complex owned by the Saline
Water Conversion Corporation (SWCC). In the same complex, the Yanbu 4 IWP as well as main components
of the Yanbu-Rayis water transmission system are located (Rayis tank farm and pumping station). The Rayis 2
IWP which will be constructed in future will also be located inside the same complex. It shall be noted that the
Yanbu 4 IWP is also known as Rayis 1 IWP.
The main components at Rabigh are located within an existing SWCC complex, in the close vicinity of the
existing pumping station of the Rabigh-Jeddah-Makkah water transmission system (RBJWTS) and the related
Rabigh tank farm. The existing Rabigh tank farm will be extended as part of the Rabigh-4 IWP project. The
works related to the extension of the existing Rabigh tank farm (PWSF) will be carried out by the project
company of the Rabigh-4 IWP and will be transferred to the DWTSO after commissioning.
The arrangements of all new components shall be done under consideration of the impact on existing and
future structures and components in the vicinity of the Project components.
The mainline for transferring potable water from / to the start and end points at Rayis and Rabigh with a
total length of approximately 151 kms shall mainly follow highway M55.
3.3. Project Overview
The intention of the Rayis-Rabigh Independent Water Transmission Pipeline is to transport water from Rayis to Rabigh and vice-versa in case of Reverse-Flow Operation.
During Normal Operation, the water supply for the Facility will be from the Rayis tank farm and the new
Rayis 2 IWP desalination plant which is going to be constructed in parallel with the Facility. The Facility shall allow for the possibility to transport water from the storage tanks of the Rayis tank farm and the storage tanks of this new Rayis 2 IWP to the existing Rabigh tank farm and its extension.
Additionally, the Facility shall allow for Reverse-Flow Operation. In case of Reverse-Flow Operation, water
shall be supplied from the existing Rabigh-Jeddah-Makkah water transmission system (RJMWTS), using the same main pipeline.
The Facility comprises of the following major components:
IWTP including pipelines, related pumping station and all other equipment and systems required for
transferring water from Rayis to Rabigh and vice-versa with a Contracted Capacity of 500,000 m³/d.
Rayis Water Special Facility including regulating tanks (2 x 170,000 m³), connecting pipelines, and all
other equipment and systems required for transferring 300,000 m³/d of water from the new Rayis 2 IWP
and maximum 500,000 m³/d of water from the Rayis tank farm to the IWTP. Additionally, all connection
pipelines and all other equipment and systems required to transfer 500,000 m³/d from the IWTP to the
Rayis tank farm via the Rayis Water Special Facility regulating tanks.
